Gruha Jyothi Scheme: Free Electricity for Residential Consumers*

In a move to provide relief to households and promote energy conservation, the Karnataka government has introduced the Gruha Jyothi scheme, offering free electricity up to 200 units per month. The guidelines for availing of this benefit were issued by the government on Monday, ensuring that eligible households can enjoy the scheme’s benefits. However, it is important to note that extra charges will be levied for electricity consumption beyond the allocated free units. To avail of the scheme, registration on the Seva Sindhu portal has been made mandatory, and customers must link their ID/Account ID to their Aadhaar ID.

Under the Gruha Jyothi scheme, residential users consuming less than 200 units of electricity per month will not be required to pay any electricity bills. However, customers exceeding this limit will receive additional bills for the extra units consumed, separate from the free units provided under the scheme. For households that consume less than the eligible units (200 units), their electricity bill will be reduced to zero.
To take advantage of the scheme, residents must register on the Seva Sindhu portal, which has been designated as the platform for availing of the benefits of various government services. The linking of ID/Account ID to the Aadhaar ID is essential for authentication purposes.

The government has also taken steps to ensure a smooth transition for customers already benefiting from other electricity schemes such as Bagya Jyothi and Amrutha Jyothi. These customers will be shifted under the Gruha Jyothi scheme, enabling them to enjoy the advantages of the new initiative.
Moreover, the government has imposed a deadline for clearing any outstanding electricity balances accrued until June 30. Customers are given a three-month period to settle these dues; failure to do so will result in disconnection of the electricity supply.
Eligibility Guidelines for the Gruha Jyothi Scheme:
- The scheme is applicable for residential usage only.
- The scheme provides free electricity upto 200 units per month.
- Extra usage bills will be issued for consumption exceeding the allocated 200 units.
- Customers consuming below 200 units per month will not be charged for electricity.
- Registering on the Seva Sindhu portal is mandatory to avail of the benefits of the scheme.
- Customers must link their ID/Account ID to their Aadhaar ID for authentication.
- Customers currently benefiting from Bagya Jyothi/Amrutha Jyothi schemes will be shifted to the Gruha Jyothi scheme.
- Outstanding electricity balances till June 30 must be cleared within three months to avoid disconnection.
The Karnataka government has introduced the Gruha Jyothi scheme, a pioneering initiative that offers free electricity to residential consumers consuming up to a certain limit. Under the scheme, customers will not have to pay electricity bills if their consumption falls within the prescribed threshold. The monthly average consumption of customers, based on the average of 2022-23, will determine the number of free units a household is eligible for.
10% Usage Explanation
To ensure a fair distribution of benefits, customers will be entitled to receive only 10% more units than their monthly usage average. For example, if a household’s average monthly consumption is 180 units, they will be eligible for an additional 18 units of free electricity under the scheme.
The Gruha Jyothi scheme is set to be implemented from July onwards, and starting from August, eligible households will no longer be required to pay electricity bills if their consumption remains equal to or below their monthly average units.
By using the monthly average consumption as a benchmark, the Gruha Jyothi scheme ensures that households are provided with an adequate allocation of free electricity while encouraging them to make conscious efforts to reduce energy consumption. This not only benefits individual consumers but also contributes to the overall conservation of energy resources in the state.
For instance, consider a household with monthly average consumption of 150 units. Under the Gruha Jyothi scheme, they will be eligible for an additional 15 units of free electricity, making their total permissible consumption without any charges equal to 165 units. If their actual consumption in a particular month is 160 units, they will not have to pay any electricity bill for that month. However, if their consumption exceeds the allocated units, additional charges will be applicable for the extra units consumed.
The scheme aims to simplify the billing process and reduce the financial burden on households, allowing them to allocate their resources towards other essential expenses.
