What is Hybrid Annuity Mode (HAM)?
The Hybrid Annuity Mode (HAM) is a public-private partnership model that is used for infrastructure projects in India. Under this model, the government will bear 40% of the project cost, while the remaining 60% will be borne by the private sector. The private sector will also be responsible for the design, construction, operation, and maintenance of the infrastructure project for a specified period. During the construction period, the private sector will receive a fixed annuity payment from the government, and after the construction is completed, the private sector will receive a variable annuity payment based on the performance of the infrastructure project.
The HAM model has been designed to reduce the financial risk for the private sector and to attract more private sector investment in infrastructure projects. It also ensures that the government retains a stake in the project, which helps to ensure that the infrastructure is well-maintained and operates efficiently.
