Notice Issued for Fresh Savings Fund Proposal: Belagavi Smart City Project Under Scrutiny
Public works and district in-charge minister Satish Jarakiholi instructed that a joint meeting of Belagavi Smart City officials and health department officials should be held to resolve the confusion regarding the start of work under the smart city project at the vaccine depot.
He spoke while presiding over the Smart City implementation and progress review meeting held at the Belagavi Smart City office on Saturday (July 1).
He said that the meeting should discuss the issues of obtaining permission for the work at the vaccine depot and proper maintenance after the completion of the work.
Officials of the health department said that no permission will be given by the health department to start the work of the Belagavi Smart City. He said that only the Heritage Park has been approved for development. Therefore, he said that this confusion should be clarified.
Minister Satish Jarakiholi said that if permission has been given in writing, the authorities should explain it.
Direction for completion of work:
A suitable proposal should be prepared for saving 19 crore rupees under the Belagavi Smart City. Minister Jarakiholi said that the ongoing works including the city bus stand and Kalamandir at Tilakavadi should be completed as soon as possible.
The Metropolitan Corporation, Police, Health, Transport, and other departments should take advantage of the Integrated Command and Control Center established at a cost of 51 crores in Visvesvaraya Nagar.
District in-charge minister Satish Jarakiholi said that a decision will be taken after preparing a proposal regarding the use of savings.

Anganwadi development; High expenditure-Secretary Lakshmi Hebbalkar upset:
Expressing his deep displeasure over the expenditure of 80 lakhs for the development of the Anganwadi Centre, he doubted that so much was spent after looking at the photographs of the works. Minister Lakshmi Hebbalkar instructed the officials to give detailed information about this.
In some places, the cycle is unscientifically tracked. Pay attention to this. Similarly, roads are being damaged due to ongoing water project works. They should be instructed to repair them, he said.
Outrage against rural sector neglect-authorities:
She expressed displeasure that thousands of crores of rupees have been spent on Belagavi Smart City projects, but not even a single rupee has been given for the development of rural areas in Belagavi.
Works have been carried out in the South and North sector. But Minister Lakshmi Hebbalkar told the officials to provide information in writing about the work carried out in the rural areas under the corporation’s jurisdiction.
She lashed out at the officials that they showed apathy by not undertaking even the minimum work in the rural sector.
Lakshmi Hebbalkar urged the district in-charge minister that only priority should be given to the works of our constituency in the proposal of saving money.

MP Mangala Angadi expressed regret that despite a request for the development of a small park, no action has been taken so far.

Apart from discussing with the officials the works undertaken under the Smart City project, he asked them to provide detailed information about each and every work.
Violation of rules- Abhay Patil demands investigation:
Belgaum South Constituency MLA Abhay Patil said that action should be taken against such officials if trees have been cut for smart city works at Vaccine Depot.
MLA Abhay Patil demanded that if there are complaints about the quality of smart city work and violation of rules, then a comprehensive investigation should be conducted into all the works.
White Topping Expenditure- Parishad Member Channaraj Hattiholi Surprised:
Channaraj Hattiholi, a member of the Vidhan Parishad, told the officials that while preparing the proposal for carrying out new works with the savings under the Belagavi Smart City scheme, they should be brought to their attention.
A total of 53 km in the city. He expressed surprise that so much money was spent on the white topping.
Committee for Revenue Management-District Officer:
It has already been discussed how much revenue can be generated from the various galleries, art galleries, etc. that are being developed under the Belagavi Smart City. District Collector Nitesh Patil said that till now no kind of income has started.
He said that after the revenue starts, it will be managed by the committee chaired by him.
Belagavi Smart City Founder Director Syeda Afreen Banu Bellary and Smart City officials gave information about the implementation of the overall project.
102 works have been taken up at a total cost of 930 crores, out of which 96 works have been completed. Six are in operation.
Apart from this, 6 works have been taken up under the PPP model at a cost of 211 crore rupees and one has been completed.
So far, 441 crores have been released from the central government and 439 crores from the state governments, making a total of 880 crores. Officials of the Smart City project informed the meeting that currently 49 crores from the central government and 61 crores from the state government and 110 crores are pending release.
All the officials of the Belagavi Smart City, including Ashoka Dudgunti, Commissioner of the Municipal Corporation, were present at the meeting.
